Sovereignty Module: Shield the People

Complete Community Defense, Security Planning, and Perimeter Protection Guide
A community that cannot defend itself will not survive. This campaign covers layered security, early warning systems, defensive positions, and organized response without requiring modern technology.
Chapter 1: Layered Defense Concept
| Layer | Range | Purpose | Components |
|---|---|---|---|
| Layer 1: Intelligence | 5-20 miles | Know threats before they arrive | Scouts, observation posts, communication network |
| Layer 2: Early warning | 1-5 miles | Alert community of approaching threat | Lookout towers, trip wires, signal systems |
| Layer 3: Outer perimeter | 500-2,000 yards | Slow and channel approaching threats | Obstacles, cleared fields of view, checkpoints |
| Layer 4: Inner perimeter | 50-500 yards | Stop threats from reaching community | Walls, fences, fighting positions, barriers |
| Layer 5: Safe room/fallback | Inside community | Last refuge for non-combatants | Reinforced structure, supplies, escape route |
Chapter 2: Observation and Early Warning
| System | Range | Day/Night | Complexity | Personnel | Communication |
|---|---|---|---|---|---|
| Observation post (elevated) | 2-10 miles (line of sight) | Day (limited night) | Low | 2 per post (rotation) | Runner, signal, radio |
| Patrol (foot) | 1-5 miles radius | Both | Low | 2-4 per patrol | Return to base, radio |
| Trip wire + alarm | 50-500 yards | Both (automatic) | Low | None (passive) | Audible alarm (bells, cans) |
| Signal fire/smoke | 5-20 miles | Day (smoke) / Night (fire) | Very low | 1 per station | Visual (pre-arranged codes) |
| Mirror/heliograph | 5-30 miles | Day only (sun required) | Low | 1 per station | Visual (flash codes) |
| Dog patrol | 200-1,000 yards | Both (excellent night) | Low | 1 handler + dog | Dog alerts handler |
| Geese (alarm animals) | 50-200 yards | Both | Very low | None (free-range) | Loud honking at strangers |
Chapter 3: Perimeter Hardening
| Obstacle | Purpose | Construction | Effectiveness |
|---|---|---|---|
| Cleared zone (no cover) | Removes concealment for approaching threats | Cut all brush/trees 100-300 yards from perimeter | High (denies cover) |
| Thorn hedge (Osage orange) | Impenetrable living barrier | Plant thick, lay after 2 years (see Fencing campaign) | Very high (3-4 years to mature) |
| Ditch/moat | Slows movement, channels approach | 6+ feet wide, 4+ feet deep | High |
| Abatis (felled trees, points outward) | Tangles and slows approach | Fell trees toward threat, sharpen branches | High (quick to create) |
| Concertina/barbed wire | Entangles, slows, injures | Multiple rows, staked | Very high |
| Earth berm + palisade | Stops projectiles, blocks view | Dig ditch, pile earth, set logs on top | Very high |
| Caltrops (anti-personnel) | Injures feet, slows movement | Scattered in approach routes | Moderate (area denial) |
| Chevaux-de-frise (log with spikes) | Blocks vehicles and mounted approach | Log with sharpened stakes at angles | High (anti-vehicle) |
Chapter 4: Defensive Positions
| Position | Protection Level | Construction Time | Materials | Best For |
|---|---|---|---|---|
| Hasty fighting position (prone) | Minimal | 5-15 minutes | Existing terrain, rocks | Immediate response |
| Foxhole (standing) | Good | 1-4 hours | Digging tools | Short-term defense |
| Improved position (overhead cover) | Very good | 4-8 hours | Logs + earth (18+ inches) | Extended defense |
| Bunker (reinforced) | Excellent | 1-3 days | Logs + earth + sandbags (3+ feet) | Permanent position |
| Tower (elevated) | Good (observation) | 1-3 days | Timber, stone | Observation, ranged defense |
| Tunnel/underground | Excellent | Days-weeks | Digging + shoring | Last resort, escape |
Cover vs. concealment: Concealment hides you (bushes, darkness) but doesn't stop projectiles. Cover stops projectiles AND hides you (earth, stone, thick logs). Always seek cover, not just concealment.
Chapter 5: Communication Systems
| Method | Range | Speed | Day/Night | Complexity | Secrecy |
|---|---|---|---|---|---|
| Runner (messenger) | Unlimited | Slow (human speed) | Both | None | High (verbal message) |
| Signal flags (semaphore) | 1-5 miles (line of sight) | Fast | Day only | Moderate (learn code) | Low (visible) |
| Signal fire/smoke | 5-20 miles | Fast | Both | Low | Low (visible) |
| Mirror flash (heliograph) | 5-30 miles | Fast | Day (sun) | Low | Moderate |
| Drum/horn signals | 1-3 miles | Instant | Both | Low | Low (audible) |
| Radio (if available) | 1-100+ miles | Instant | Both | Moderate | Low (interceptable) |
| Written message (courier) | Unlimited | Slow | Both | Low | High (can be coded) |
Pre-arranged signals: Establish simple codes BEFORE emergency. Examples: 1 fire = all clear. 2 fires = threat approaching. 3 fires = attack imminent, rally to defense. 1 horn blast = attention. 3 short blasts = emergency rally. Continuous = under attack.
Chapter 6: Response Organization
| Role | Responsibility | Personnel | Equipment |
|---|---|---|---|
| Watch commander | Overall defense coordination | 1 (rotates) | Communication, authority |
| Sentries/lookouts | Early warning, observation | 2-4 per shift (24/7) | Binoculars, signal equipment |
| Quick reaction force | Responds to threats immediately | 4-8 (armed, ready) | Weapons, armor, communication |
| Perimeter defenders | Man fighting positions when alerted | All able-bodied (assigned positions) | Weapons, ammunition |
| Medical team | Treat casualties | 1-2 trained | First aid supplies, stretcher |
| Non-combatant coordinator | Moves women/children/elderly to safety | 1 | Knowledge of safe rooms/routes |
| Reserve/reinforcement | Plug gaps, counterattack | 4-8 (held back) | Mobile, armed |
Alert levels: GREEN (normal operations, routine watch). YELLOW (increased threat, double sentries, QRF on standby). RED (imminent threat, all positions manned, non-combatants to safety). BLACK (under attack, full defense).
Reference Card
- Layered defense: intelligence → early warning → outer perimeter → inner perimeter → safe room.
- Cleared zone: remove all cover 100-300 yards from perimeter. Denies concealment to attackers.
- Observation posts: elevated, 2-person, 24/7 rotation. Line of sight to community + signal capability.
- Cover stops bullets (earth, stone, thick logs). Concealment only hides (bushes, darkness). Seek cover.
- 18 inches of packed earth stops rifle rounds. 3 feet stops everything conventional.
- Pre-arranged signals: establish BEFORE emergency. Simple codes everyone knows. Practice regularly.
- Alert levels: Green/Yellow/Red/Black. Everyone knows their position and role at each level.
- Dogs and geese: best passive alarm systems. Dogs detect at 200+ yards. Geese alert to any stranger.
